Structure and Remit of the Governing Board

Warter C. E. Primary school is a voluntary controlled foundation school maintained by East Riding of Yorkshire Council. The Governing Body has the overall responsibility, under the Education Act, for the conduct of the school, for promoting high standards of educational achievement and for ensuring clarity of vision, ethos and strategic direction. The Headteacher is accountable to the Governing Body for the internal organisation, management and control, and the educational performance of the school and its pupils. The Governing Body has responsibility for the appointment of all staff but has delegated this to the Headteacher for all staff below the Assistant Headteacher. At least one member of the Personnel Committee will be on the interview panel for recruitment of teachers and teaching assistants.

Governors are responsible for overseeing the financial performance of the school, making sure its money is well spent, and ensuring that Warter C. E. Primary School has an effective and appropriate system of financial and management controls. The Governing Body has delegated the day to day responsibility to the Headteacher for implementing effective management systems, including financial monitoring and control systems, and for ensuring that the systems conform with good financial management practices and with the finance regulations of East Riding of Yorkshire Council.

Committee Structure

 

All governors to attend six meetings per year and have input on both financial and curriculum matters. Three of the meetings will have a financial focus and three will have a curriculum focus.

Personnel Committee - responsible for overseeing staffing resources. 

Performance and Pay Review Committee - reviews the performance of the Headteacher annually and determines the pay of the Headteacher and members of the senior leadership team. Mr. James Foxton is the chair.

School Staff (Headteacher plus one Staff Governor):

The Headteacher is automatically a Governor. The staff of the school elect a Staff Governor.

Parent Governors (Two):

Parent Governors are elected by a ballot of all parents / carers.

Local Authority Governor (One):

The Local Authority (East Riding of Yorkshire Council) appoints a representative.

Foundation Governors (Two):

Foundation Governors are appointed by the Diocese of York.

Co-opted Governors (Five):

Co-opted Governors are elected by the Governing Body based on the specific skills required to benefit the whole school.

All governors are elected for a period of four years, but often stand for more than one term of office.

The Clerk to the Governing Body for 2023-2024 is Mrs. Yvonne Bellwood of East Riding of Yorkshire Council Governor Support Services.

The Governing Body meets six times per year (twice per term). Three of the meetings will have a financial focus and three will have a curriculum focus. The Performance and Pay Review Committee meet annually and the Personnel Committee meet at least annually (more often if needed). Governors also try and attend public events like the annual school pantomime, parents evenings, harvest festival, Christmas nativity and Easter services.
